Dealing with an Explotive authoritative system

Having to abide by the decisions made by my manager at times can be somewhat frustrating. Unfortunately the view of only one other is taken into account. The fact that he has an inert, selfish attitude towards everything, is then reflected in the decisions I am expected to follow!
